Just inherited one used office chair. It is solid enough, but the leather back and seat are torn.
What would be the easiest and most cost effective (cheapest) way to make its appearance pleasant?
I plan to use it in my study.
Does not need to look like a million bucks, but it also does not need to look like a million pigeons have used it either. (It does now)

go to your local fabric store and get some vinyl covering, looks like leather, stretch it right over whats there and staple in place on the underside for the seat.
for the back, do the same thing but secure it in place with upholstery tacks like these
